The PUC group of companies operates multiple utilities in North Western Ontario, and the City of Sault Ste. Marie and surrounding areas, including the supply, treatment and distribution of municipal drinking water, the supply of electricity, and the operation of wastewater treatment facilities. 

PUC offers a dynamic, challenging and rewarding work environment that encourages collaboration and innovative thinking.  We are seeking a new member to join our Water Operations Team. The ideal candidate will be analytical, an excellent communicator, and safety focused, with an innate desire to learn and grow.

Reporting to the President & CEO, the Manager, QMS & Compliance will lead the development and implementation of audit and compliance programs, and support the delivery of DWQMS, and Water and Wastewater Compliance programs, providing expertise and guidance within the PUC group of companies and their clients.

Responsibilities:

  • Leads and develops DWQMS audit and compliance programs for water and wastewater to ensure water and wastewater treatment facilities meet requirements and standards of government regulatory ministries and agencies.
  • Represent the PUC group of companies on various committees, boards and provide liaison with the stakeholders and the general public.
  • Leads the development of operator education and training strategies and the delivery of programs related to operational process operations and legislative/regulatory compliance.
  • Provides leadership in QMS and compliance and collaborates with internal and external clients to ensure contract deliverables, deadlines, client reporting and performance objectives
  • Maintains liaison with Municipal, Provincial, and Federal Departments and agencies as well as community organizations with the objective of optimizing service delivery.
  • Leads implements document control for technical operational procedural manuals
  • Lead and implement audits of corrective actions taken in response to inspections and associated compliance and QMS audits.
  • Responsible for overseeing and managing water loss program.
  • Accountable to the executive lead for expertise and guidance on strategic planning and corporate compliance for the water and wastewater operations.
  • Manages an operating budget for the compliance program.

Qualifications:

    • At minimum, post-secondary degree in Engineering or Environmental Science.
    • At minimum, six years’ experience in municipal drinking water and/or wastewater operations, with experience in project management, regulatory matters / legislation and supervisory role.
    • Must hold and maintain the following licenses/certifications:
      • Quality Management Systems Auditor Certificate;
      • Valid “G” Ontario Driver’s license with satisfactory driver’s abstract;
      • MECP Water Quality Analyst, Water / Wastewater Treatment Operator or Professional Engineer (P. Eng) or C.E.T.
    • Strong knowledge and understanding of the relevant legislation under, Safe Drinking Water Act., Environmental Protection Act, the Ontario Building Code Act, Provincial Offences Act, municipal by-laws and all other legislation pertinent to ownership / operation of water and wastewater systems.
    • Demonstrated ability to motivate and lead through change
    • Strong computer skills with proficiency in Microsoft Office and other windows-based programs
    • Must possess good team skills and have a focus on providing safety and customer experience focused.
    • Excellent communication skills, with demonstrated presentation experience at various levels of an organization.
    • Experience in project / time management.
    • Ability to travel frequently to remote locations.
