PUC Services Inc. (PUC) operates multiple utilities within and around the City of Sault Ste. Marie, including the supply, treatment and distribution of municipal drinking water, the supply of electricity, and the operation of wastewater treatment facilities.

Reporting to the Director Innovation and Technology, the Manager, GIS Systems will provide strategic direction and business innovation support for PUC that promote development and use of GIS technologies to collectively drive value and solve organizational challenges.   

Responsibilities:

  • Develop and lead PUC’s migration to an in-house Utility Network based enterprise GIS system.
  • Develop yearly strategy and workplan; leadership, coaching and management of direct reports; oversees GIS infrastructure, including ESRI, ArcGIS, leads vision, design and development of GIS applications and products to meet organizational requirements; and maintains effective relationships with other stakeholders in Innovation and Technology to achieve department and corporate objectives.
  • Oversee the integration of the GIS with other related software applications including CIS, ERP, maintenance management and planning & development.
  • Implement programs or systems and develop solutions while considering business and stakeholder requirements.
  • Develop various layers and structure for all spatial data and coordinate with various departments to integrate digital data into platforms efficiently.
  • Maintain and operate all GIS related products, manage all components of system database and design and ensue achievement of all phases for project and assist in planning.
  • Design and maintain control points for all geodetic data and utilized all registered geographic data to determine efficient quality control standards and provide subject matter expertise on same.
  • Remain current with new GIS technologies and trends and evaluate their potential impact on the organization's GIS operations.

Qualifications:

  • At minimum, a bachelor's degree in geography, computer science, GIS or a related field.  A master’s degree would be considered an asset.
  • Ten years experience in a GIS setting.
  • Considerable expertise and training on ESRI’s ArcGIS suite of products, including ArcGIS Pro, Field Maps, Survey123, Workflow Manager, Esri’s extensions and programming languages including Python, Javascript
  • Experience in migration from Geometric Network to Utility Network.
  • Extensive knowledge of the capabilities of Utility Network to assist in the digital transformation of PUC operations.
  • Excellent research and analytical skills to track and predict trends in GIS, data, and analytics.
  • Established and successful abilities and skills related to management of staff, including coaching, mentoring, goal setting, and performance management.
  • Results-focused and team-oriented leadership.
  • Ability to work in an environment that is fast paced, while being able to prioritize multiple, often competing priorities with a positive attitude.
  • Well-developed analytical, project management, organizational, time management, technical, and decision-making skills.
  • Excellent oral, written and presentation/facilitation skills, with ability to communicate at all levels within the organization.
